Meet the Citizen's Bond Oversight Committee Members

As part of the process to improve our campus with Measure E funds, the El Camino Community College District Board of Trustees appointed a nine-member Citizen's Bond Oversight Committee. The committee is charged with informing the public about bond revenue expenditures and to actively review and report on the expenditure of bond funds.

As mandated by Proposition 39, the committee must include at least seven individuals, each representing different constituency groups in our community. District vendors, contractors, consultants and employees are not permitted to serve on the committee.

Lou Bahar

Lou Bahar (Senior Org. Representative) 
Lou Bahar is a Manhattan Beach resident, Foundation donor, scholarship supporter and ECC alumna. She started her business career at ECC with Intro to Business, Business Law and Basic Accounting. She loved accounting so much she transferred to CSULB to complete her four-year degree and received a bachelor’s degree in accounting. She went on to work in various accounting jobs; finally working for her husband’s floor covering distribution company before retiring. She is still a student at ECC and a lifelong learner! Born in Chicago, she happily moved to Los Angeles in her early 20s. Ms. Bahar lived in Redondo Beach for about 10 years and then moved to Manhattan Beach in 1980 and has lived there ever since.



Gino DiGregorio (Foundation Representative) 
Gino DiGregorio is a Managing Director at Accenture, a global professional services firm committed to helping organizations transform in ways that change how the world works and lives. He received his MBA from the University of Chicago Booth School of Business, and a BS in Engineering Science from Trinity University in San Antonio, TX. He works as a client account lead for global financial services clients. Mr. DiGregorio has been a member of the El Camino College Foundation Board since 2016 and is on the board for Back on My Feet Los Angeles.


Laurie Laurie McCarthy (Community Representative)

Ms. Laurie McCarthy is a retired investment banker who earned an MBA from the UCLA Anderson School of Business and a BS in Nursing from UCLA. She has extensive experience in corporate finance, corporate bond issuance and merger, and acquisition financing. She has served on the Finance and Investment Committees of the UCLA Foundation, scholarship committees of the UCLA Alumni Association, and has chaired various public school and athletic team endeavors in the South Bay. Currently Ms. McCarthy is a member of the El Camino College Foundation Board and serves on the finance committee. Ms. McCarthy is a life-long learner who is currently studying French and Art History at El Camino College. She and her family have resided in Manhattan Beach for over thirty years.


Dr Brann Dr. Don Brann (Business Representative)

Dr. Don Brann has over 25 years of experience in education, most recently through his leadership of the Wiseburn Unified School District. He has served as a school Superintendent in six districts, and founded the Da Vinci Schools in the Wiseburn District in 2008. He has led four successful bond initiatives over his extensive experience as an educator. A resident of El Segundo, Dr. Brann is currently serving as a member of the El Segundo City Council. Dr. Brann earned a BS in Business and an Ed.D. in Education at the University of Southern California. He is a graduate of El Camino College, was recognized as an ECC Distinguished Alumni, and is a member of the El Camino College Foundation President's Circle.


Jess Jess Negrete (Taxpayer Representative)

Mr. Jess Negrete is the principal engineer at J.M. Negrete & Associates, a structural and civil engineering firm based in Torrance. The firm also specializes in building code consultation, structural inspection, architectural design, land surveys, and subdivision engineering. He serves as a director-at-large for the North Torrance Homeowners' Association. He also serves on the Citizens Advisory Panel of the Torrance Refining Company and on the Independent Citizens' Oversight Committee of the Torrance Unified School District. Mr. Negrete is a graduate of El Camino College. He also earned a bachelor's degree in civil engineering from California State University, Long Beach.


Chris Taylor Chris Taylor (Community Representative)

Chris Taylor is Director of System Engineering at Northrop Grumman Aerospace Systems. Mr. Taylor has 18 years of technical, operations, and program management experience in the Space Systems. Mr. Taylor attended Tuskegee University graduated with a Bachelor’s Degree in Electrical Engineering and earned a Master’s of Science in Electrical Engineering from University of California Berkeley. Chris has served a volunteer help to develop a STEM program at the Boys and Girls Club in Lomita. Chris has supported recruiting efforts, at UCLA, UC Berkeley, national diversity conferences. Chris is member of Wiseburn’s Juan Cabrillo PTA, Site School Council.


Faith Adams Faith Adams (Student Representative) 

Faith Adams is a long time resident of Torrance. She currently serves as the Student Trustee on the El Camino College Board of Trustees and as an Executive Member for the Associated Students' Organization. Faith works as a Student Ambassador for the Department of Outreach and School Relations. She also is a part of the Student Equity Advisory Council were she helps to create student dialog events with her colleagues. She is also involved with many other clubs and student support programs on campus. Her goal is to graduate El Camino College with her associates in History and transfer Fall 2021
